Zohar  Manna,  who is a research  associate  at  the  Artificial  Intelligence
Laboratory, can be Principal Investigator  of a proposed project to be
funded by  the Office of Naval Research, involving the preparation of
a textbook.  This step is justified on the following grounds:

1) Dr. Manna has been an Assistant Professor at  Stanford before, and
is thus clearly qualified to be a principal investigator.  He is also
As you know, the papers are being prepared to propose his promotion
to Adjunct Professor, but this is uncertain and will take more than
a year anyway.

2) He is the only one  qualified to be the Principal Investigator  of
the project: no faculty member could supervise the work.
